He stickered this Crazy Comet on the inside as well as on the outside. It might seem obvious to sticker it solved in both locations but that would make the inside pointless. So instead he stickered the inside solved (more simply than the outside) while the outside is scrambled. Tony considers this unsolvable (and possibly not even a puzzle at all) since, according to his logic, both the inside and out must be solved at the same time.
