Using the usual naming scheme this puzzle should be a 2x3x3 transformed like a windmill cube and afterwards "fishered". The Windmill Cube and the Fisher Cube are both transformations that twist the puzzle inside of its solid along one axis.
In this case two layers of the original puzzle were transformed separately. One was transformed like Windmill Cube the other like a Fisher Cube.
The creator also made the 2x3x3 Windmill and the 2x3x3 Fisher before this. In both cases the two layers were transformed equally. Therefore the creator could have implemented this puzzle by a simple piece shuffle of his two earlier variations.
