China?

I don't mean when just 3x3's became popular, but I mean when the whole cubing thing/twisty puzzles became really popular in China.

Probably when they were first mass produced for the west in China around 1980, but sold there as "Magic Cube".

Then, like here, they probably became fashionable again about 25 years later, when kids that grew up with the cube in the 1980's had their own kids and reconnected with their own childhood memories.

My guess is that the recent popularity of puzzles in China has to do with a few things.

The one-child policy makes parents want the absolute best for their one kid. This translates into very education-focused toys. It's not an accident that the Chinese descriptions of many twisty puzzles focus on "IQ" and "intelligence" and "brain" benefits.

The second big factor is that it has recently become economically viable for the average Chinese public to purchase non-essential items:

I suspect the desire for twisty puzzles has been there for a long time but the rapid expansion of the market should closely reflect the rapid expansion of China's GDP.

There is a nice thread over on Mf8 in the collecting section on the history of Chinese cubes. Go take a look at that.
There's also a nice book that was published about the toys industry in Hong Kong. There is information in it about some of the bigger toy manufacturers who also made puzzles.
