I know the answer now, but I really don't want to spoil it. I hadn't seen this iteration of the puzzle, but I had seen many like it. My grandmother had one with little cartoon Indians on a wheel. If you turned the wheel to one position there were 13, another there were 12.

I know the answer only because I've seen this one before. I was stumped the first time around. There's an animated solution to this somewhere on the internet.

Ahhh, finally figured it out. This had been bugging me for a while, and with the bigger picture i was able to get it.
I think there's a quite big hint already posted in this thread so i won't post another one.

I saw this a long time ago (or a similar one), but it's interesting how it messes with your mind.
Btw, the spoiler color for dark posts is #DDDDDD and for light is #EEEEEE
