I know the answer now, but I really don't want to spoil it.
I hadn't seen this iteration of the puzzle, but I had seen many like it.
My grandmother had one with little cartoon Indians on a wheel. If you turned the wheel to one position there were 13, another there were 12.

I know the answer only because I've seen this one before. I was stumped the first time around. There's an animated solution to this somewhere on the internet.

That is quite incorrect. All of the shapes are the same size in both pictures.

Ahhh, finally figured it out. This had been bugging me for a while, and with the bigger picture i was able to get it.

I think there's a quite big hint already posted in this thread so i won't post another one.

Most "solutions" on YouTube are wrong. I learn the truth back in the seventies; I was young and couldn't figure it out for myself. For those who want the answer. Here's a page that explains it pretty well:
