Ive been looking at buying a little chop for a while now, but all the ones I have found need magnets. Wouldn't it be possible to make one with a minimal twist type puzzle at the core?

No. The geometry of the Skewb is very special and it's pretty much the only puzzle that that mechanism can be used for.
