The small cubies are already exactly half the size, but are part of the entire corner cubie and cannot be turned.

Hello everyone, sorry for the double post, but I just wanted to tell everyone that I have a mechanism I think will work for this puzzle. I would appreciated it if everyone who read my early posts would respect this as my idea (stemming from JoLuv's idea). Thanks for the understanding.
