There are a variety of plastic injecting molding machines for sale on ebay. Do as search for "injection molding". Some are very expensive but some are reasonable. There are also books on making your own small volume machine. Maybe something like this could be used for custom puzzles. Check out the following book. Has anyone tried anything like this?

That's what I'm in the process of doing. I have the book and sourced all the parts and materials. Now I just need a weekend.

Something I've been looking into myself. The worst part is the creation of quality injection molding dies. The rest is cake compared to this.
