Second time i've seen such a cube (somewhat similar to the Lights Out cube)
I know that Jaap won one maybe a couple of years ago...
Maybe Jaap, could shed some light on this puzzle for us.

It is not a puzzle, but a game. I will never put it on my site because there is no solution method.
The top of the cube has a 3x3 array of lights. In one of the games you control a light - by tilting the cube the light kind of rolls around. Every so often another light appears, and you have to move your light towards it and reach it within a few seconds. The only confusing thing about this game is that your light moves in the opposite way you expect, more as if it were bubble under the surface rather than a ball rolling on top.
There are other games too, such as a three-shell game, but no puzzles.

It's a fairly rare item. It took me a couple of years before I was able to get it off eBay. The first couple of times, bidding was over $75. One was recently on eBay new in the package, but there were no takers.

I guess the packaging is misleading, calling it a puzzle game. Maybe the puzzle part of play is figuring out how the light moves in response to tilting.
