There is such a puzzle - Gripple http://www.twistypuzzles.com/cgi-bin/puzzle.cgi?pkey=490

It was produced in Taiwan in two versions, with and without numbers.

Other than that, was known for a similar puzzle called Russian Gripple - http://www.twistypuzzles.com/cgi-bin/puzzle.cgi?pkey=1114, http://www.twistypuzzles.com/cgi-bin/puzzle.cgi?pkey=1115
By analogy with the flower festival http://www.twistypuzzles.com/cgi-bin/puzzle.cgi?pkey=3285, there are many color options of this puzzle:

However, it turned out that this puzzle is actually a Bulgarian called Gamma or Colour spectre

It was found out that the "eyes" with a double-sided numbers and it is theoretically possible to make a second version of the puzzle with numbers from 1 to 16. But in my case, this possibility is a purely theoretical. I did not have numbers 5 and 11.

Personally for I still have questions:
- the number "92" - this year of manufacture?
- 8 question marks in the title of the puzzle is Creative, or autocorrect missing characters when printing?
- how correctly is located the logo?

I didn't know there was a version with the numbers printed on. The only ones I know of are the M-Squared ones as shown in the museum which has (DIY) stickers for the numbers.

I fear I may be to blame. I bought mine on eBay from Russia without packaging, and assumed it was Russian. I will correct my page.

Interesting. I never knew there were 1-16 versions.

I'm afraid I don't know either. The logo doesn't seem to be a stylised Cyrillic letter.

In Russia, we also thought that it was produced in our country. :)

I wasn't doubting you.

I also didn't realise that the Bulgarian Gamma could be opened, as I had assumed it was glued. From your pictures it is clear that it wasn't, so I have just opened mine successfully. Its pieces also have other numbers on the back and, like yours, it unfortunately is not a complete set of 1-16.
