I could be wrong, but this puzzle looks fairly trivial.
Anyone who can solve the classic 15-square puzzle can solve this one in under 10 minutes. The parity problem (two pieces swapped or with one tile turned upside down) only appears to happen if you make all tile colors match their face color and all numbers increase clockwise with down as out from center (but probably not real see next sentence). No parity error if down is in to center and num inc cw or either down'ness with num inc ccw.
