Although believed to be made by Arxon, all Arxon cubes were built by Meffert's (yes, that's right. 4x4x4 and 5x5x5). All 5x5x5's were made by Meffert's until the Eastsheen appeared in 2001, and the new 5x5x5 from Rubik's appeared in 2002.

The mechanism is confusing at first site, it really helps to take it apart :-) Basically (although there really isn't anything basic about this puzzle) a 3x3x3 was stretched out of its core, and pieces were SHOVED in between. You can see this by comparing the two mechanisms in your hands.
