This puzzle is named ??????-83, transliterated Spektr-83, which means Spectrum
This puzzle closely resembles the "Bognar Buvos Golyok" from Hungary (see the separate entry). The letters on the coloured dots allow you to distinguish both versions.
I guess the colours can be used in the same way as the hungarian versions but the letters shall be used to make a couple of words in russian:
mother - father
summer - winter
sea - land

The original price is basedon the official exchange rate (0.6 roubles per dollar) although in socialist time this was completely theoretical. The price (in roubles) is visible on the leaflet.
