Puzzle of overlapping disks. Produced and sold only in the former GDR (=East Germany). The front has 3 colors red, yellow and green. The back has numbers 1,2...9,0 that need to be set in the right order. The original price was 5 Ost-Mark. There is no equivalent in $ since the GDR was a socialist country.
The text of the backside translates to:
"ROTOS is logical toy. Both discs can be twisted and thereby move colors and numbers. Find the right twist to correct them again."
